Countdown begins for new strata manager qualifications
Strata management in Western Australia is changing, with the new qualification requirements now officially in place.
The regulation amendments were approved by the State Government’s Executive Council this week and take effect from 30 October 2025, coinciding with the end of the current transitional period on 1 November 2025.
Strata professionals now have two years, until 30 October 2027, to complete the updated education model.A closer look at the reforms
The reforms to the Strata Titles (General Regulations) 2019 (STGR) will expand education and introduce experience requirements for professional strata managers, as well as create and redefine some roles and responsibilities to better meet industry needs.
The changes include:
- Full Certificate IV is now the minimum qualification for people employed by a strata management business to manage strata schemes.
- Removal of specific unit numbers from the Certificate IV and introduction of experience requirements
- Defined roles for Principal, Strata Community Manager and Assistant Strata Community Manager have been introduced with specified experience thresholds
- Removal of the definition and concept of a designated person.
REIWA President Suzanne Brown welcomed the changes, saying they bring greater consistency across the real estate industry.
“These changes are an important step in ensuring strata managers have the same level of professional recognition as those working in sales and property management,” she said.
“Clear qualification standards will strengthen public confidence and support a more consistent approach across all areas of real estate.”

Get ahead of the new deadline with REIWA Training
REIWA Training is the first WA-based Registered Training Organisation (RTO 1927) to offer the CPP40521 Certificate IV in Strata Community Management.
The qualification includes 18 units of competency covering legislation, insurance, funds management, maintaining business records and reporting on financial activities. It’s designed to give strata professionals the skills and knowledge needed to meet current and future industry expectations.
